KATHMANDU, March 20: National Assembly Chairman Ganesh Prasad Timalsina has said that the upper house should be allowed to run responsibly even if the parliament sessions have concluded.
Stating that budgets were brought from outside of parliament in the absence of the House of Representatives (HoR) in the past, Chairman Timalsina said that the arrangements should be made to conduct the process of passing the budget through the National Assembly.

Chairman Timilsina said that the bills from 2075 BS have been stalled in the House of Representatives as there is no such provision to process them in the parliament’s absence.
Chairman Timilsina stressed the need for passing the bills as soon as possible considering their necessity and importance. He said that the National Assembly should be made functional even if the constitution needs to be amended as per the law, rules, or requirements. He expressed the belief that the issue would be raised and addressed soon.
