KATHMANDU, Oct 15: The Supreme Court (SC) on Monday issued a stay order against the government decision to promote Nepal Army (NA) Colonel Raju Basnet, who is implicated in torture and forced disappearances during the decade-long conflict.

A single bench of Justice Prakash Chandra Wosti issued the interim order in response to a writ filed on Sunday by 34 petitioners, including rights organizations and conflict victims, seeking the court’s intervention in the NA officer’s promotion.[break]

Defying concerns raised by human rights activists and organizations, the government on October 4 had promoted Basnet  to the rank of brigadier general. Basnet is alleged to have had his role in forced disappearances of 49 people from Bhairabnath Battalion, Maharajgunj, where he was in-charge then.
