Among others, UML leaders Modnath Prashrit and Pushpa Kandel, NC leader Lokesh Dhakal, Director at the Department Rural Development at TU Prem Sharma, Gorkhapatra Corporations Chairman Shambhu Shrestha and journalist Kishor Shrestha are members of the committee.

According to Rastriya Janamorcha Vice-chairman Manoj Bhatta, the committee includes human rights activists, lawyers, journalists and teachers, among others. "We have been united under the common belief that the country should not be divided into federal units on any basis, be that ethnic, linguistic or regional," said Bhatta.

The manifesto states that the political forces disrupt the current "unitary, feudal system" and "go for a "unitary system while restructuring the state on the basis on democratic decentralization."

"We should not go for a federal system as demanded by Madhesis or ethnic groups. Rather we should adopt a unitary system on the basis of democratic decentralization while safeguarding their rights," said Bhatta.

The newly formed committee has decided to launch a nationwide campaign against federalism. The committee will formally take a decision in this regard soon. Bhatta said the committee will immediately conduct corner meetings and interactions, among other things, to push for its agenda.
