In my thoughts, I don't think that this decision made by the SWC will create transparency and accountability for INGOs in Nepal. Transparency and Accountability are two of the central pillars of good governance. Transparency is also a necessary precondition for the exercise of accountability since without access to clear, accurate and up-to-date information, it is impossible to judge whether the standard promised has been met. SWC's words don't fulfill the conditions to have transparency and accountability for INGOs in Nepal. The financial transactions of all INGOs shouldn't be brought under government banking system (NRB) because this can cause problems to the needy people of Nepal as the transactions could be lost or destroyed by some factors like the recent great earthquake on April 25, 2015. So, I think that this decision of the SWC can't create transparency and accountability for INGOs in Nepal.
