SRC report to be first discussed in thematic committee

KATHMANDU, Feb 17: Top leaders of the major political parties have reached an understanding to take feedbacks from members of the state restructuring committee of the Constituent Assembly (CA) on the report submitted by the State Restructuring Commission (SRC).



As per the understanding, after receiving feedbacks from the lawmakers of the committee, the SRC report submitted to the prime minister last month, will be forwarded to the 601-seat CA for deliberations. [break]



The report will then be sent to the Constitutional Committee (CC), which is entrusted with resolving disputes and preparing an integrated draft of the new constitution.



The leaders reached such an understanding at a meeting called by CA Chairman Subas Nembang at his chamber in Singha Durbar on Thursday. UCPN (Maoist) Chairman Pushpa Kamal Dahal, Madhav Kumar Nepal from CPN-UML and Nepali Congress (NC) parliamentary party leader Ram Chandra Paudel, chief whips of NC and CPN-UML -- Laxman Ghimire and Bhim Acharya -- were present at the meeting.







“We reached an understanding with the Maoist chairman to take feedbacks from the members of the CA´s thematic committee and to forward the SRC report along with the committee members´ suggestions to the full CC,” said NC leader Paudel.



At present, the post of chairman of the CA´s state restructuring committee is vacant after Lokendra Bista, who was the head of the committee, became minister.

Nembang took the initiative as the committee entrusted with drafting an amendment to the CA regulations failed to offer a consensus suggestion.



In the five-member drafting committee, UCPN (Maoist) leader Amrita Thapa, who also heads the committee, was adamant about forwarding the report to the CA´s state restructuring committee, while other four members firmly stood for sending the report to the full CA and then to CC.



“We reached this agreement as a middle way solution because four of the committee members were for forwarding it to the CC while one member was for sending it to the thematic committee,” clarified Paudel. UML´s Acharya also echoed him.



Thapa said though she is yet to know about the leaders´ understanding in detail, she termed the idea of finding a middle way solution a “welcome move”.



The SRC report has been shelved for weeks due to ambiguity in the CA regulations about forwarding the report to one of the CA committees.



Focus on system of governance



Meanwhile, a meeting of the Dahal-headed dispute resolution subcommittee on Thursday decided to focus deliberations on finding a suitable system of governance to be adopted in the new constitution. "We will hold decisive discussions at the next meeting on February 19.



Before that the leaders will hold discussion within their parties so that they may demonstrate flexibility,” said subcommittee member Laxman Lal Karna.
