Finance Secretary Rameshwore Khanal said development activities wouldn´t be implemented on time in the absence of full-fledged budget for the whole year. [break]
“We are ready to announce special budget anytime, however, we need to announce full term budget for the successful execution of development activities,” Khanal said at a program organized by Society of Economic Journalists-Nepal (SEJON) on Saturday.
He was off the view to introduce a system that fixes the price of fuel such as petroleum products and electricity under the open market system. He also devised measures to replace imports worth Rs 35 billion in two years by boosting production of domestic vegetables, cement and powdered milk.
Dilli Raj Khanal, former member of National Planning Commission (NPC), said continued disruption in timely announcement of budget had left negative impacts on development activities and suggested that there should be national consensus to present the budget in time.
Badri Pokharel, joint secretary at the NPC, was of the view to allocate the budget to the ministries on the basis of their performance indicators so as to ensure the effective implementation of budget.
Madan Dahal, president of Economic Association, said Rs 62 billion of arrears and government expenditure worth Rs 63 billion on 13 public enterprises are the indicator of financial irregularities prevailing in the government spending.
