Security agencies on high alert amid fears of violence

KATHMANDU, Sept 15: The government has alerted all security agencies to remain vigilant following the Constituent Assembly (CA)'s announcement on Monday to introduce the new constitution on September 20. Security has been beefed up for key political leaders and at vital buildings related to constitution-making process as well as in the riot-hit zones of the Tarai districts.

Keeping in view the possibility of violence in the Tarai districts after the release of the constitution, a special task force of Nepal Police and Armed Police Force (APF) has already been put in place with orders to remain watchful round the clock. According to Home Ministry sources, the task force has been specially trained to control riots, violence and to maintain social harmony.


"We will make further security arrangements to cope with the challenges after the promulgation of the new constitution," said Home Ministry Spokesperson Laxmi Prasad Dhakal.

As the constitution-making process enters the final stage, the Home Ministry, under the integrated security strategy, has asked its security agencies to pull security personnel from less sensitive areas to deploy them in sensitive areas.

"As per the requirement, we have kept close vigil upon the activities of some dissident leaders in and outside the CA," said Joint Secretary Dhakal, adding, "But we will keep maximum restraint in case force is required to contain them."

According to Nepal Police, it has deputed additional forces for the security of CA chairman and other top political leaders sensing security threats based on their assessment.

Nepal Police Spokesperson DIG Kamal Singh Bam said that they have rapid response plans if any key person overseeing the entire constitution-making process is threatened.

"Well-equipped and plain clothes police personnel have been deployed for VIP convoy. They are placed at the routes, residences and offices of the key leaders and lawmakers," said DIG Bam, adding, "The number can be increased if required."

Keeping in view of the swelling number of protestors outside the CA building, the number of security personnel has also been increased. According to the police, the reserve forces might be called in to take positions if need arises. Barbed wires, barricades, water cannons have already been put in place to ward off the protestors.

"We won't be compelled to use force as long as the protests remain peaceful," added the police spokesperson.

According to a Home Ministry source, the security arrangement will be made accordingly if the dissident parties will be ready to sit for talks.

As the constitution-drafting process gathered momentum, about 40 people have been killed including eight security personnel in different riot-hit zones in the Tarai districts.
