Secretariat work plan delayed

KATHMANDU, Jan 4: Continuous absence of Maoist representatives at the meeting of the secretariat under the Special Committee has delayed finalization of the work plan for carrying out voluntary retirement of the Maoist combatants from next week.



Though the work plan was prepared long ago, the secretariat has not been able to give it a final touch due to continuous absence of Maoist representatives. [break]



There are three Maoist representatives -- Chandra Prakash Khanal, Kul Prasad KC and Tej Bahadur Oli -- in the secretariat.



“They do not attend the meeting to discuss the work plan, saying they are busy in the party´s central committee meeting,” said a source at the secretariat.



None of the Maoist representatives were available for comments.



“We hope they will manage time for discussion on the work plan in the remaining five days,” said the secretariat source.



The secretariat will have to send its teams to the cantonments by Saturday as per the decision of the Special Committee on January 1.



The work plan aims at guiding the works of the secretariat teams that will be dispatched to cantonments for voluntary retirement of the Maoist combatants. The secretariat plans to send seven teams comprising 13 staff each to the cantonments.



Meanwhile, the secretariat held a meeting with officials of the government-owned Nepal Bank Limited, Rastriya Banijya Bank and Nepal Agriculture Development Bank for opening accounts of the Maoist combatants, said Sadananda Kurmi, a secretariat member.



The combatants who have opted for voluntary retirement will be given their money only through banks.



The secretariat is also making preparations to recruit staff required to carry out the voluntary retirement process. The secretariat plans to recruit persons who were involved in categorization of the Maoist combatants in November, according to the source at the secretariat.
