Parliament day to be celebrated without parliament

KATHMANDU, June 26: The 54th Parliament Day is being observed on June 30 in the country in the context that every state mechanism is running without people’s elected bodies.



The Parliament Day is observed in Nepal, commemorating the first meeting of the then House of Representatives and General Assembly in 2015 BS ( 1958 AD). [break]



The history shows that the Parliament structure in Nepal was different as per the changing times.



The 109-member House of Representatives and the 36-member General Assembly had served as the Parliament in 2015 BS while Nepal had adopted bicameral parliamentary system, a 205-member House of Representatives and the 60-member National Assembly- from 2047 BS until the promulgation of the Interim Constitution in 2063 BS (2006).



With the drastic changes in Nepali politics, the National Assembly was dissolved and the Legislature-Parliament with the participation of 330 people’s representatives was introduced in 2063 BS.



The Parliament was renamed as Legislature-Parliament with the 601 members after the elections to the Constituent Assembly in 2064 BS.



There were a total of 109 constituencies for direct electoral system in the country in 2015 BS while this number had reached 240 in the CA elections in 2064 BS.



The Parliament in every country in the world is considered as the supreme body of the people’s representatives. But now, every apparatus of the country from the Village Development Committee to the Parliament are running without the people’s representatives.



It has been over a decade that the elections of the local bodies could not be held due to various reasons including political instability.



Former CA member Neelambar Acharya stressed the need of forming a joint government based on democratic consensus at first and to seek a way out of the present political and constitutional crisis. However, the final way out is the elections, he added.





Chairman of the Former MPs Forum Taranath Ranabhat claimed that there was no alternative for the parties other than to moving ahead on the basis of national consensus. He urged the parties to rise above the partisan interests to take the country on a right track.
