“Parliamentary system is the best system of democracy as it ensures checks and balances,” said Koirala inaugurating the mid-western regional convention of Nepal Press Union in Kohalpur. “Since the prime minister is accountable to the parliament, parliamentary system is more pro-people than other systems.”[break]
Koirala warned party leaders not to speak against parliamentary system as the party´s Central Working Committee meeting has already decided that NC would stick to parliamentary system of governance.
Koirala also rubbished reports that UCPN (Maoist), NC and CPN-UML had reached an agreement on the system of governance in Switzerland last year. “We had been asked last year asked to go to Switzerland and Cambodia to hold discussions on the issue. But I refused to go.”
On Thursday, NC leader Arjun Narasingh KC had claimed that they had reached an agreement on mixed model of governance in Switzerland last year. Koirala said the tendency of party leaders to promote groupism had weakened the party.
While pointing out the threats of popularly elected president turning dictator, Koirala said NC would not accept presidential system.
In a separate context, Koirala also expressed frustration over Maoist reluctance to implement past agreements.
“The Maoists have not implemented any of the past agreements. We won´t enter into any new agreement until the Maoists fully implement the past agreements,” he said.
“We brought the Maoists from jungle to mainstream politics. But the Maoists have not implemented agreements reached six years ago,” he added.
Revised interest rate corridor system introduced
