While Upendra Yadav-led Madhesi People´s Right Forum-Nepal (MPRF-N) has stood in favor of presidential system, other three major Madhesi parties -- Rajendra Mahato-led Sadbhavana Party (SP), Mahanth Thakur-led Tarai Madhesh Democratic Party (TMDP), and Bijay Kumar Gachchhadar-led MPRF-D-have vowed that they firmly favor Indian federal system, where prime minister holds the executive power. SP Co-chairman Laxman Lal Karn has said that they clearly favor prime ministerial system of governance. "We favor Indian federal model," said Karn, adding that the center and province both should have two-tier parliament.
"Both center and provincial parliaments will have equal weight in terms of votes for president," added Lal.
TMDP Vice Chairman Brikhesh Chandra Lal said that their party also opposes presidential model of government as there is greater possibility of president turning to an autocrat. "The president should be ceremonial," said Lal.
MPRF-D Secretary Chandeshwar Khatbe said they prefer prime ministerial system as the inclusive democracy could be ensured only through such form of governance.
MPRF-N Spokesperson Ratneshwar Lal Kayastha has said that his party firmly stands in favor of the presidential system. "The directly elected president should hold the executive power," said Kayastha, adding, "The prime ministerial model has always invited political instability in the country."
Kayastha further said that they are in favor of presidential model just for the sake of political stability in the country. "We favor American model of governance where the president holds the executive power." He stressed that there would be some provisions in the constitution that would not let the president become an autocrat.
He further claimed that the prime ministerial model of governance has "totally failed in Nepal."
