Conceding that the Maoist side failed to turn the integration process in its favor, Dahal argued that his party could not gain the upper hand during negotiations mainly due to intra-party feuding in the Maoist party.[break]
"It now seems that we exhibited too much flexibility in the army integration negotiations but it was our compulsion," UCPN (Maoist) politburo member Navaraj Subedi quoted Dahal as stating in his paper. "But we haven´t lost everything and we can still render the integrations process dignified."
Dahal said that the party would not relinquish its leadership of the government without first reaching an agreement on the major contentious issues in constitution writing such as the federal model and system of governance to be adopted in the new constitution.

"Handing over the government leadership without reaching a deal on the crucial issues beforehand will be a suicidal move," he said.
On the party´s future political course, Dahal reiterated that the party should not falter in its policy of accomplishing the remaining tasks of the peace process and constitution writing.
He reiterated that the constitution must be written and promulgated from the Constituent Assembly (CA) and not from a commission or any other body. "The alternative to the CA can only be the CA and not any other body," Subedi quoted Dahal as saying.
Analyzing the context and reasons behind the vertical division in the party, he concluded that ideological and political deviation in the Baidya faction led to the split. "They [Baidya group] have become victims of dogmatist tendency and are heading toward left capitulation," Dahal said. "Though they want to project themselves as revolutionary they are in fact ultra-rightists under the guise of communism."
Concedes mistakes
Dahal in his paper conceded that the party leadership made mistakes, mainly after joining mainstream politics.
"We could have won some vital posts such as president and CA chairman had we been more clever and tactful in forging alliances with other political parties," he said.
On constitution writing, the Maoist chief admitted that it was a weakness on the Maoist side to fail to settle the disputes in constitution writing through voting in the CA. He had headed the dispute resolution subcommittee under the CA´s Constitutional Committee and it had failed to settle the disputes. It also did not forward them to the CA for voting.
Dahal vowed to impose the principle of democratic centralism so as to do away with factionalism in any form in the party. As per that principle, party members must obey the official decisions endorsed by a majority of members.
His paper outlines measures to thwart factionalism in any form within the party. Stating that allowing the party´s erstwhile senior vice-chairman, Mohan Baidya, to run a dissident ideological group within the party was a mistake, Dahal proposed to end the practice of running various intra-party groups. The Baidya faction split from the UCPN (Maoist) last month to form a new party--CPN-Maoist.
