KATHMANDU, Feb 19: The government's work progress reached only 4.2% of its target in the first six months of the current Fiscal Year (FY) 2024/25. In comparison, it achieved 8.5% during the same period of FY 2023/24 and 11.2% in FY 2022/23.
According to details released by the Office of the Prime Minister and Council of Ministers, the Prime Minister's Office and 28 other government agencies published a progress report up to Poush (mid-January) for the current FY.
The government set a target of completing 1,010 activities in the current FY, but by mid-January, only 4.2% were completed. The target was to finish 157 activities by mid-January; however, only 27 were completed, marking 17.2% completion. Additionally, 79.6% of activities are in progress, while 3.2% have not yet started.
In the economic sector, 12 out of 41 projects were completed, 5 out of 38 in infrastructure, 8 out of 39 in governance reform, and 2 out of 39 in the social sector.
Nepal’s climate targets woefully failing implementation test

Based on the annual budget and program for FY 2023/24, 1,010 activities were planned by 28 agencies, including the Office of the Prime Minister and Council of Ministers, 22 ministries, the National Planning Commission (NPC), the Investment Board Nepal, the National Vigilance Centre (NVC), the Public Procurement Monitoring Office, the National Statistics Office (NSO), and the Nepal Trust Office.
An action plan for 1,961 milestones and 344 outcome indicators for all ministries, including the Office of the Prime Minister and Council of Ministers and the Investment Board, was systematically entered into the online system.
Only the Ministry of Law, Justice, and Parliamentary Affairs achieved 100% of its scheduled work. The Ministry of Culture, Tourism, and Civil Aviation (MoCTCA) achieved 80.5% progress, the Ministry of Defense reached 59%, and the Ministry of Home Affairs (MoHA) completed 52.6%.
Similarly, the Ministry of Industry, Commerce, and Supplies (MoICS) completed 48.1%, the Ministry of Energy, Water Resources, and Irrigation (MoEWRI) reached 47.7%, the Ministry of Foreign Affairs (MoFA) achieved 42.9%, the Ministry of Health and Population (MoHP) reached 40.9%, the Ministry of Finance (MoF) completed 39.2%, and the Ministry of Forests and Environment (MoFE) contributed 36.65%. The progress of other ministries, including the Prime Minister's Office, was below 35%.
Out of 1,969 milestones for FY 2024/25, only 15.6% were completed by mid-January. Of the 651 milestones set for mid-January, 46.9% were completed, 42.1% are ongoing, and 11% have not started.
Among the 28 government agencies, the Ministry of Law and the Nepal Trust Office achieved 100% of their milestones.
The NVC achieved zero milestones, while the Ministry of Physical Infrastructure and Transport had the lowest milestone achievement at 15.8% as of mid-January.
Among the various government agencies, the Ministry of Health and Population (MoHP) achieved the highest milestone completion rate at 81.8%, followed by the National Statistics Office (NSO) at 71.4% and the Ministry of Defense (MoD) at 68%. The Department of Land Management and Archive completed 66.7% of its milestones, while the Ministry of Energy, Water Resources, and Irrigation (MoEWRI) achieved 62.1%. The Ministry of Culture, Tourism, and Civil Aviation (MoCTCA) reached 61.1%, and the Ministry of Agriculture and Livestock Development (MOAD) completed 58.8%.
Additionally, the Ministry of Home Affairs (MoHA) marked 52.2%, the Ministry of Federal Affairs and General Administration and the National Planning Commission (NPC) both achieved 50%, and the Ministry of Finance (MoF) reached 49.2%. Other notable performances include the Ministry of Water Supply at 46.7%, the Ministry of Industry, Commerce, and Supplies (MoICS) at 46.2%, and the Ministry of Education, Science, and Technology (MoEST) at 44.3%. The Office of the Prime Minister achieved 43.2%, followed by the Ministry of Agriculture and Forestry (MoAF) at 42.9% and the Ministry of Forests and Environment (MoFE) at 40%.
However, nine agencies failed to meet the minimum milestone score of 35%. The Ministry of Labour, Employment, and Social Security recorded the lowest performance with only 25% of milestones completed. The Ministry of Communications and Information Technology (MoCIT) achieved 30.4%, while the Ministry of Youth and Sports completed 30.6%. The Ministry of Urban Development reached 32.5%, and both the Public Procurement Monitoring Office and the Investment Board managed only 33.3% of their targets. These figures reflect significant disparities in performance among different government agencies during the first six months of the current FY.
