Magbual made the request arguing that election is a necessary step toward the path to democracy. “We understand that there is a division. But we support the election as this is the only peaceful means to subsiding conflict,” he told Republica upon his arrival at the Tribhuvan International Airport (TIA) on Sunday. [break]
He also asked the agitating alliance led by the CPN-Maoist to adopt a path of ballots to address their concerns and grievances. “To bring about democratic changes you have the ballot. All powers come from people,” he added while hinting at the protests being launched by the agitating alliance.
Magbual, who had visited Nepal during the last CA election held in April, 2008, expressed disappointment that the previous CA failed to promulgate a new constitution.
“We had expectation that the Constituent Assembly would deliver a new statute. But it did not,” he said while welcoming the government´s preparations for a fresh election.
The ANFREL, a regional observer group, which has been invited to observe the November 19 polls, is planning to deploy a total of 50 observers supported by a core team of four election experts and local support staff. “We will deploy our observers in strategically important places,” said Magbual.
ANFREL´s ten long-term observers, who arrived in the country on October 22 and started monitoring the poll activities from October 26, will remain in the field until November 30 covering the pre-election, election and post election phases. Likewise, the short-term observers will arrive in Kathmandu on November 12 and will go to the field two days later after receiving training.
