DHANGADHI, Feb 5: CPN-UML leader KP Oli has reiterated that only a consensus government can institutionalize democracy and promulgate a new constitution.

Speaking at the anti-government protest organised by the opposition parties in Dhangadhi on Tuesday, Oli accused the UCPN (Maoist) of trying to impose autocracy in the country with their successful conspiracy to dissolve the Constitution Assembly. [break]

He further alleged that the present government was conspiring against the country and working against the people.

“Democracy and constitution are not possible until and unless this government steps down,” he said, adding that his party had long been proposing a consensus government.

“Only a new government to be formed through consensus among all the political parties can conduct elections for a new constituent assembly and strengthen democracy,” he added.

Oli was of the opinion that the Maoists dissolved the CA even through there were options for saving it and have brought the country to the brink of dictatorship and anarchy. “This situation did not come about suddenly. It was the result of a carefully planned conspiracy,” said Oli. “The Maoists did not heed our proposal to issue at least a brief constitution or bring fourth at least a preamble for the new constitution.” He said that the house and the CA were dissolved as per Maoist conspiracy.

Oli also said that the Maoists tried to disrupt social harmony with an apple of discord named ethnic federalism. He was of the view that the struggle against the extreme communist mindset was still incomplete despite the rooting out of the monarchy.

Dubbing the Maoist government anarchist and violent, he said it was incapable of completing the statue-drafting or the peace process and institutionalizing democracy in the country. He also accused the Maoist party of skimming off more than 10 billion rupees provisioned for their own combatants. He said the Maoist leaders got their activists involved in the smuggling of red sandalwood and wildlife parts.

“This government is a traitor and corrupt as well as anti-women. It has been squandering out of state coffers,” Oli said. He claimed that the Maoist Hetauda convention would not bring any new policy to bail the country out of the present situation.

Similarly, Nepali Congress leader Dr Ram Sharan Mahat said his party was struggling against the Maoists´ tyrannical mindset. He said the Maoists hatched a conspiracy to impose tyranny by taking the country into a constitutional void.

“The prime minister is trying to use the constitutional void to impose dictatorship in the country” Mahat said. He even accused Baburam Bhattarai of being an agent of Indian intelligence and alleged that he was working in the interests of India. He too emphasised the need for a consensus government.

Leaders of Rastriya Janamorcha, Rastriya Janashakti Party, CPN-ML and other opposition parties also addressed the program.
