KATHMANDU, May 24: Nepali Congress (NC) leader Dr Shekhar Koirala has criticized the growing trend of appointing recently retired bureaucrats as secretaries of constitutional bodies, saying it has turned these institutions into a "retirement club."
Speaking to journalists at Biratnagar Airport on Saturday, Koirala emphasized the urgent need for a mandatory cooling-off period before government employees can be appointed to constitutional positions.

"Constitutional bodies have started to resemble retirement clubs for secretaries," he said. "That's why a cooling-off period is essential for government employees."
Koirala also urged the NC to hold its general convention in Mangsir 2082 BS (mid-November to mid-December 2025) as scheduled. He called on party members to pressure the leadership to ensure the convention takes place on time.
