KATHMANDU, June 12: A complaint has been filed against Kathmandu Metropolitan City (KMC) Mayor Balendra Shah (Balen) at the Commission for the Investigation of Abuse of Authority (CIAA).
Advocate Yubaraj Safal has filed a complaint with CIAA against Mayor Shah, alleging that lifts were installed in a non-transparent manner.

“KMC Mayor Balendra Shah installed lifts worth around Rs 10 million in the metropolitan area a few months ago without any competition, tender, or quotation,” the complaint by Safal states, “Moreover, sources from the metropolitan office have indicated that the lifts were installed specifically for Mayor Balendra Shah’s use.”
Safal stated in the letter that he is not opposing the installation of the new lifts themselves, but objects to the irregularities committed by procuring them without competition and in a non-transparent manner, violating the tender procedures under the Public Procurement Act 2063 and the Public Procurement Regulations 2064.
“Generally, it is mandatory for government or public bodies to call for tenders when making any purchase or construction. Therefore, I have submitted this complaint requesting that the KMC immediately obtain all necessary documents related to the new lift installation, including tender calls, details of the construction company, all files at the time of construction approval, payment details, bills, vouchers, and other documents. I urge a thorough and factual investigation into the irregularities and corruption involved in the new lift construction and that necessary action be taken,” Safal wrote in the letter.
