The CIAA convened a meeting with Ministry of Supply Secretary Bishnu Prasad Lamsal, NOC Managing Director Gopal Khadka and other officials concerned and asked them to immediately formulate clear criteria for distribution of fuel products to VIPs and the emergency services, and to carry out the distribution in a transparent manner.
Krishna Hari Puskar, spokesperson at CIAA, said that the anti-graft body received numerous complaints that officials at government-run petrol pumps that distribute petroleum products to VIPs and the emergency services were actually distributing rampantly to the black market instead.
"So, we have directed the supply ministry and NOC to immediately take all the necessary measures to make the fuel distribution to VIPs and the emergency services transparent," said Puskar.
He also informed that the CIAA has also directed the authorities to immediately start distributing petroleum products that are held in stock by the government to the general public and do so transparently.
"Even though the Thankot depot and other depots of the government are fully stocked, NOC is reluctant to distribute to the general public. And we also received complains that officials at Thankot depot were involved in black marketing," Puskar said.
On December 14, police had arrested Rabin Sharma, chief of the Thankot deport, for his alleged involvement in black marketing.
Likewise, the CIAA also said that private petrol pumps were found to be not distributing the total quantity of fuels that was supplied to them by NOC for public distribution and were instead black marketing it.
"So, we have also asked NOC to measure the fuels held by private petrol pumps before distribution and measure again after the distribution, to ensure that all the supplied fuels are properly distributed," said Puskar.
He said that the body also found no coordination between the ministry and NOC in distributing and monitoring fuel products.
