Bureaucracy gets first Tamang secretary

KATHMANDU, July 12: Dhan Bahadur Tamang has become the first person from his community to become a secretary of Nepal government.



Born in Kavre district, Tamang is an engineer and was working at the Ministry of Peace and Reconstruction before his promotion on Thursday to the special class of bureaucracy by the cabinet.[break]



According to sources, Prime Minister Baburam Bhattarai was in favor of promoting Tamang though he ranked ninth among the 12 aspirants for the four vacant posts of the secretary.



"There was almost consensus among cabinet members to promote Tamang to the post of secretary on account of the fact that no one from the Tamang community has become secretary until now," said a senior official at the prime minister´s office.



With Tamang´s promotion, the number of secretaries from indigenous communities has reached five. The promotions on Thursday included three from Madhesi community and one woman. With four new promotions, the number of secretaries has reached 49.



Along with Tamang, the cabinet also promoted three other senior bureaucrats -- Durga Nidhi Sharma, Gyan Darshan Udas and Surya Silwal -- to the post of secretary. While Sharma and Udas are acting regional administrators, Silwal was a joint secretary at the Ministry of Peace and Reconstruction.



Cabinet nod for World Bank loan



Similarly, the cabinet meeting decided to accept the loan assistance of Rs 5.31 billion from the World Bank for maintenance and construction of bridges, Rs 1.58 billion from Kuwait Fund for construction of Budhi Gandaki Hydropower Project and 3.48 billion from World Bank for "Golden Thousand Days" program of the ministry of local development.



According to Minister for Information and Communications Raj Kishor Yadav, the meeting also dwelt on the issue of unveiling of the new budget. "We held discussions on how to use the one-third budget for the integration of the Maoist ex-combatants and for conducting a Constituent Assembly elections," he added.
