“TSOs will help bring taxpayers under the tax net," said Krishna Hari Baskota, Revenue Secretary at the Ministry of Finance (MoF), adding, “The offices will also provide speedy and effective services to tax payers and they will be able to collect tax as expected.”
Secretary Baskota hoped that the TSOs will also help expand the scope of taxation in the country.
The cabinet decision says that 13 of the TSOs will be set up in Kathmandu and the same number in various districts outside the Valley. The TSOs have been authorized to distribute PAN, receive tax payments, initiate investigations against those evading tax, disseminate tax-related education and awareness programs, give counseling to people and conduct other tax-related activities in the areas concerned.

Under-secretaries will run the TSOs in Kathmandu while section officers will head such offices in districts outside.
The cabinet decided to recruit 22 under-secretaries, 153 section officers and 75 non-gazetted first class staff to run the TSOs across the country. Office assistants, peons and drivers will also be recruited for the offices.
In Kathmandu, such offices will be set up in key areas like Koteshwar, Baneshwar, Chabahil, Putalisadak, New Road, Tangal, Maharajgunj and Kalanki. According to the cabinet decision, such offices will be set up outside Kathmandu in Jumla, Surkhet, Ilam, Itahari, Dhankuta, Gaighat, Bardibas, Gaur, Damak, Baglung and Dhulikhel.
The Kathmandu-based TSOs will have at least eight section officers. But their number will be less than in the Kathmandu offices. “The need for establishment of such offices was felt because of the work load of the Kathmandu-based Inland Revenue Offices.” Secretary Baskota told myrepublica.com.
There are only three Inland Revenue Offices in Kathmandu, know as sectors 1, 2 and 3. Sector 1 and 2 offices are located at Babarmahal while sector 3 is at Lazimpat.
The cabinet meeting also decided to set up an Inland Revenue Office in Butwal under the Inland Revenue Department. This is the first time that the government is setting up an Inland Revenue Office outside the Kathmandu Valley.
