Zero evaluation marks to Ghising, speaker directs govt to respond

KATHMANDU, March 5: The House of Representatives has directed the government to respond to the performance evaluation of Nepal Electricity Authority Managing Director Kulman Ghising for giving him a zero score.

Immediately after the meeting began on Wednesday, opposition lawmakers demanded a ruling from the government, seeking a response on the marks obtained by MD Ghising. In accordance with their demand, Speaker Devraj Ghimire has directed the government to respond to the issues raised by the opposition.

“In today’s meeting, I drew the serious attention of the concerned honorable ministers to Subsection 2 of Rule 15 of the House of Representatives’ Rules regarding the issues raised by all opposition parties and the honorable members during emergency, zero hour and special hours. I direct that the raised issues be brought to the attention of the house,” Speaker Ghimire instructed.

The rule 15 of the House of Representatives Rules contains provisions regarding zero and special hours. Similarly, sub-rule 2 stipulates that the concerned minister must respond to the issues raised during emergency, zero and special hours in the House within seven days. Accordingly, Speaker Ghimire has directed the ministers to respond.
