Some NC, Maoist lawmakers for stalling CA process for talks

KATHMANDU, Sept 10: Nepali Congress (NC) Constituent Assembly (CA) members representing Tarai-Madhes have mounted pressure on the party's top leadership to halt ongoing constitution making process and initiate talks with the agitating Tharu and Madhes-based parties.

As many as 18 CA members representing the Tharu community and Madhes on Wednesday submitted a memorandum to Prime Minister Sushil Koirala on Wednesday to make sincere efforts to bring the agitating parties on board the constitution making process. Prime Minister Koirala has said that he will put forth their demands in the three-party meeting after receiving a memorandum at CA Building in New Baneshwar.According to NC CA member Teju Lal Chaudhary, the CA members have asked Prime Minister Koirala to stall the ongoing constitution-making process and initiate talks with the agitating Tharu and Tarai-Madhes-based parties, revise the demarcation of the proposed province number 2 to include the Chure in the region, address concerns of Madhes-based parties on citizenship, ensure proportionate inclusive representation of all groups of people and delineate electoral constituencies based on population.

Chaudhary said they have drawn serious attention of Prime Minister Koirala to initiate talks with the agitating Tharu and Madhes-based parties. "Prime Minister Koirala has assured that he will put forth the issue in the three-party meeting for discussions," he said.

Those submitting memorandum include CA members Chandra Mohan Yadav, Kiran Yadav, Surendra Chaudhary, Ganesh Mandal, Radhes Chandra Yadav and Amaresh Kumar Singh.

UCPN (Maoist) Madheshi lawmakers press party for talks

As many as 25 CA members of the UCPN (Maoist) from Tarai districts have drawn the attention of the party leadership to address the ongoing protest in Tarai.

Submitting a memorandum to party chairman Pushpa Kamal Dahal and senior leader Baburam Bhattarai on Wednesday, a group of lawmakers from the party criticized the party leadership for failing to take initiatives for the talks. They have demanded that the existing crisis in the country should be resolved through the talks.

Maoist lawmaker Prabhu Sah-led team submitted the memorandum to party top leadership including Dahal and Bhattarai at the CA premises on Wednesday.

Sah said that party top leaders have assured them of taking initiatives for holding dialogue with the agitating Madheshi leaders."Leaders have expressed commitment for reaching to a decision by accommodating our suggestions," said Sah.

Opposing the government decision to deploy army in riot zones, UCPN (Maoist) lawmakers have warned of grave consequences in the country, if the government fails to address the geunine demands raised in the Madhesh. "We drew the attention of our party leadership to increase it's role for taking special initiatives in statute making process and addressing the genuine demands raised from the people, simultaneously," reads the statement.

However, UCPN (Maoist) lawmakers have also urged the party leadership not to halt the process. "Our memorandum was to pressurise party leadership for holding talks with the agitating Madheshi leaders, not meant for halting the process," said another UCPN (Maoist) lawmaker Amanlal Modi.

Shiv Kumar Mandal, Satya Narayan Bhagat, Pratikshya Tiwati, Shanta Kumar Tharu, Shambhu Lal Shrestha, Jakir Hussin, Umesh Yadav, Manpur Chaudhari are among the lawmakers who signed for the memorandum.
