Clause-wise voting on constitution planned for today

KATHMANDU, Sept 11: The Constituent Assembly (CA) Secretariat plans to conduct clause-wise voting on the new constitution starting Friday.

Top officials at the CA Secretariat informed that six lawmakers have yet to air their views on the revised constitution bill and the first thing when the CA meeting begins on Friday morning, they will be allowed to record their opinions.


After that, top leaders of the three big parties - Nepali Congress (NC), CPN-UML and UCPN (Maoist) - and Chairman of Nepal Workers and Peasants Party Narayanman Bijukchhe will address the CA meeting.

There will then be a pause of around an hour before the CA Secretariat conducts voting on the amendment proposals. Altogether 54 amendment proposals have been registered by various political parties and individual lawmakers, demanding changes in the contents of the new constitution.

Changes at over 1,300 places such as deletions, additions or replacement of a particular word, sentence or provision are sought in the 54 amendment proposals.

Officials said the voting on the amendments is likely to start at around 3 pm if there is no dramatic change in the situation.

CA Chairman Subas Nembang said he has instructed the CA Secretariat to make all preparations for conducting the voting on the amendment proposals on Friday afternoon.

"Some leaders will address the CA meeting Friday morning. I now plan to conduct voting on the amendment proposals at around 2 or 3 pm," Nembang told Republica

Only the amendment proposals that secure a two-thirds vote at the CA will be included as part of the new constitution. After conclusion of voting on the 54 amendment proposals, voting will be conducted for each and every article separately.

The clause-wise voting will be decided through voice votes. A proper vote division will be conducted only if 10 percent of the total number of lawmakers so demand.

Finally, the constitution bill will be put to a vote in its entirety at one go and at this last stage the constitution bill shall be endorsed by two-thirds of the total CA strength in a proper division of votes with the lawmakers' signatures.

Some NC and UCPN (Maoist) are trying to convince the top leadership of the need for a pause in the CA procedures for at least a couple of days if that would help bring the agitating political parties on board.

UCPN (Maoist) chief whip Giriraj Mani Pokharel said a three-party meeting is scheduled for Friday morning.
