Issuing a six-page document, CJ Regmi urged all judges through chief judges of all Appellate Courts to expedite backlog cases and submit progress reports every three months to him. He has, however, asked the chief judges of Appellate Courts to present the first report within a month. [break]
"Monitor your and your juniors´ performance and furnish progress report on whether or not they achieved the goals set by the judiciary´s second strategic plan," reads the instruction. Regmi has instructed judges to clearly mention progress, problems and probable solutions in their reports.
Regmi has urged judges to relinquish the tendency to defer cases. "The judges should discourage the trend of deferring unnecessarily and the attempts to influence cases," states the instruction.
The chief judges have also been asked to set up complaint resolving mechanism for settling disputes. Addressing a long standing complaint about irregularities in the use of vehicles and other facilities within courts, CJ Regmi has advised the judges to be economic and follow financial discipline while enjoying facilities. "Don´t misuse facilities and punish officials who are found abusing government facilities," reads the document dispatched to all judges.
Responding to the concerns of judges and judicial staffs, especially those who have been working in security sensitive Tarai districts, Regmi has asked the chief judges to take immediate steps for their security arrangements.
"We have reports that judges and judicial staffer including notice servers have long been working in insecure conditions," reads the instruction, adding, "On this backdrop, I hereby urge the chief judges to hold talks with stakeholders and ensure safety as well as conducive working environment for judges and judiciary staffs."
Judges are also instructed not to take leave without prior consent of their seniors. Regmi has also asked chief judges to implement verdicts at district level through district judges, fill all vacant posts, adopt policy of reward and punishment and maintain archives to safeguard legal documents.
