The second-term Provincial Assembly, elected in November 2022, has seen five changes of government in 44 months, reflecting the political instability that has continued at the provincial level despite the federal system’s stated aim of ensuring stable governments.

The appointments bring the 10-member provincial Cabinet, including the chief minister, to full strength.

Sudurpaschim Province Chief Minister Khagaraj Bhatta has secured a vote of confidence. Speaker Bhim Bahadur Bhandari said 31 lawmakers voted in favour of the motion, while 15 voted against it.

Chief Minister Kamal Bahadur Shah had sought the support of the main opposition Nepali Communist Party after the UML exited the ruling coalition. However, the NCP decided not to back the government, leaving it without a majority in the Provincial Assembly.

Following UML’s withdrawal of support, political parties in the province have intensified discussions to explore a new power equation.

Kailali, located in the Sudurpaschim Province, has the highest number of constituencies in the region, with five parliamentary seats. As the election approaches, competition in Kailali is becoming increasingly intense.

With the House of Representatives (HoR) election scheduled for March 5, Sudurpaschim Province has emerged as a crowded electoral battleground, with 210 candidates—both party-affiliated and independent—vying for seats across its 16 constituencies.
