UML major obstacle to development: Dr Bhattarai

KATHMANDU, Jan 8: Finance Minister Dr Baburam Bhattarai has charged that non-cooperation by the major coalition partner — the Communist Party of Nepal (Unified Marxist-Leninist) — has seriously obstructed development activities in the country.



He warned of serious consequences if the UML failed to stop creating unnecessary obstacles to the government by mid-January. [break]



In an interview with myrepublica.com at his office on Thursday, Dr Bhattarai, a senior Maoist, said, "The UML has prevented the government from taking development activities to the local level. It has hindered the formation of all-party committees at the local level."



Conceding that the government has not been able to introduce changes as desired by the people, Dr Bhattarai blamed "UML factor" for the government´s poor performance.



He charged that the UML is trying to fail the government and shift blame on the Maoists.



"The government has not yet finalized a number of regulations and policy decisions needed for implementing programs outlined in this year´s budget," he said, adding, "The UML is delaying the process of appointing a new governor at the Nepal Rastra Bank."



Dr Bhattarai further said that the Maoists couldn´t implement their ´dream vision´ due to non-cooperation from coalition partners — especially from the UML and said that the government has not been able to give a complete shape to the National Planning Commission, the apex body responsible for formulating development polices.



"I have realized that the UML keeps on dillydallying on issues to put blame on us for the failures," he said.



Concurring with Prime Minister Pushpa Kamal Dahal´s recent remarks, the Finance Minister said the government is planning to introduce a comprehensive financial package for common people.



"We are planning to set up fair-price shopping centers in each village development committee besides implementing comprehensive programs to use unemployed youths for development activities," he said, adding, "The financial package will take the development activities down to the people in rural areas."



He stressed the need for local bodies for implementing the financial packages proposed by the government. He said the government is planning to provide more than four million rupees to local bodies for economic activities. "We need to immediately form local bodies to effectively activate economic activities across the country," Dr Bhattarai, said, adding, "The UML is hindering the formation of local bodies."



He said no agreement has been reached with the UML on the issue of appointing governor at the Nepal Rastra Bank. There were rumors that CPN (Maoist) and the UML had reached an understanding as per which UML backed Maoist candidate Purna Kumari Sudedi for the post of deputy speakers of Constituent Assembly and the CPN (Maoist) would agree on CPN-UML nominee for governor.
