Commenting on the draft report of Post Disaster Needs Assessment (PDNA) at the meeting of parliamentary Finance Committee on Sunday, they sought executive roles for them in reconstruction works to be carried out in each district.
They also expressed dissatisfaction at limited role proposed for them by the National Planning Commission (NPC).Lawmaker Radhika Tamang said the PDNA report was prepared without visiting the affected villages. "We don't know what is happing in our district as the Chief District Officer does not listen to us," she added.
Similarly, lawmaker Ramesh Lama said only the directly elected parliamentarians can lead the district-level reconstruction committee as it is led by the prime minister.
Stating that existing mechanism in the district cannot work as expected, many lawmakers saw a new mechanism should be formed. "Instead of monitoring team, a strong and effective implementation mechanism," lawmaker Deepak Kuinkel added.
Lawmakers have also suggested to NPC to devise integrated resettlement plans. "It is difficult to provide basic facilities in scattered settlements. Therefore we should prepare plans for integrated settlements," lawmaker Jagadishwar Narsing KC.
NPC member Swarnim Wagle said they made assessment of damages by using data of different agencies. "We calculated reconstruction cost on the basis of basic unit costs. We can revise data later on too, said Wagle.
