Govt makes public its 11-pt achievement

KATHMANDU, April 15: The government has made public an eleven-point list of its works done in the last one month of its tenure describing them as the government´s achievements.



The government portrayed the appointments of chief election commissioner and other commissioners in the election commission, giving full shape to the cabinet and the judicial council and formation of three-member talks team headed by home minister to negotiate with various disgruntled political parties that have announced to boycott polls to be conducted by the present government as its achievements.[break]



Also, the statement issued by the prime minister´s office on Monday described the government initiatives to issue some election-related ordinances and other ordinances related to citizenship distribution as achievement even as a major ordinance related to election is yet to be finalized.



The government finalized and the president last week subsequently issued two ordinances that are related with procedural works of elections. The ordinance on amending the Election of CA Member Act 2013 is the one that has major contentions provisions. Political parties have been sharply divided over the two provisions that are related to political parties´ eligibility to secure seat in the Constituent Assembly under the proportional representative quota and individual candidate´s eligibility in filing candidacy if any person has a criminal background.



The government has proposed that a political party must secure one percent of total valid votes and that an individual convicted of criminal charges can be a candidate only six years after it serves the sentence given by a court.



While UCPN (Maoist) and some other mostly small political parties are strongly against both the proposed provisions, Nepali Congress and CPN-UML are in favor of the criteria.



Most of crucial election-related tasks to be carried out by the election commission have been halted as the ordinance is yet to be finalized and issued.



The introduction of Rs. 204 billion annual budget making some readjustments in the budget unveiled by previous government is yet another work described as achievement by the government.



The government has claimed that it has boosted civil servants´ morale by endorsing two ordinances to amend the Civil Service Act and another ordinance to amend the Health Service Act. "With the issuance of these two ordinances, it has on the one hand boosted the morale of civil servants and on the other hand it has paved the way for filling vacant posts," read the statement.



The government has described the participation of the chairman of the election government Khil Raj Regmi in the senate of the Tribhuvan University as a success.



The postponement of Occupy Baluwatar Campaign launched by some activists against violence against women and impunity is yet another achievement, read the statement.
