Sources at the Office of the Prime Minister and Council of Ministers (OPMCM) said that Mahat´s move violates clause 106 of the Civil Service Regulation, which states that only a cabinet decision can question a secretary on any matter under his jurisdiction.[break]
“Just as promotion, appointment, transfer and foreign travel approvals of a secretary can be decided only by a cabinet, any action or clarification can be sought only by the cabinet,” an OPMCM source told Republica.
On Monday, Mahat said that Karki was given appointment without his knowledge and sought clarification.
Mahat, however, claimed that secretary Koirala has given him verbal explanation over the matter. “The secretary has accepted verbally that a mistake was made as he had to inform me about the decision to give Karki the appointment,” Mahat told Republica, adding, “A decision whether to revoke the appointment will be made on Wednesday.”
Mahat also said that the decision to appoint Karki was made in a rush as all procedure was settled on August 5. He added that Karki had earlier declined to take the same appointment, a proposal given to him after the formation of the present government.
