Dalit CA members' forum issues 12-point regulation

KATHMANDU, Feb 21: The Forum of Dalit CA Members has issued a 12-point regulation for making its Common Program, 2010 effective. The Forum comprises the Dalit members of the Constituent Assembly representing various parties in the Assembly.



The Regulations issued by the Forum stipulates that a common forum would be constituted based on consensus, that the practice of ´untouchability´ and caste discrimination would be eliminated, that all sides would be committed to the campaign for liberation of the Dalits, that the Forum´s secretariat would be constituted comprising members not exceeding one-third of its members and that the general meeting of the Forum would be done on a rotational basis.



Member of the Forum and chairman of the Constituent Assembly (CA) committee on determination of the structure of the state, Shambhu Hazara Dusadh said the regulations stipulates that the CA members would be free to express their views on topics except those related to the common program.



He also said the CA members would be free to raise all the decisions of the Forum as they please and that incidents related to the caste discrimination should be the concern of the Forum.



Dusadh said the Regulations also have provisions for the coordination among all the Dalit organizations working throughout the country and that the CA members should take steps to collect financial support to the Forum for its management.
