The big three parties decided to hold the HLPM meeting after they discussed issues ranging from constitution writing, peace process and army integration in bilateral meetings in the changed context. [break]
While the Maoist party is pushing for new government formation, NC and UML have put forward return of seized property and dismantling YCL´s paramilitary structure as preconditions for change in government.
"And we told them that we are open for government change provided that they meet the conditions," said Bharat Mohan Adhikari, who participated in a Maoist-UML meeting on Monday.
But the Maoists have said that they can´t return all the properties seized during the insurgency. "We can return the property that was seized by the Maoist party and its cadres but we can´t if it is the local farmers and land tillers who took control over the land on their own," Maoist vice-chairman Narayankaji Shrestha said. He said in the case of seizure of land by locals land tillers, initiatives should be taken from the state and the government itself.
NC leader Dr Ram Sharan Mahat said providing compensation for the land seized by individuals won´t be possible for the government.
According to Adhikari, the three parties are also mulling over forming a high-level commission to study the situation of seized properties and recommend solutions. The Maoists have also floated a proposal to reactivate the parliamentary committee formed earlier to take stock of the issue.
Meanwhile, the UCPN (Maoist) also held a meeting with Madhesi People´s Rights Forum on Monday. Saying that the present government would surely fail to write the constitution on time and wouldn´t take the peace process to a logical end, both the parties agreed that formation of national unity government is just what the country needed now.
