BAITADI, Sept 8: The state had outlawed the Haliya system, a system in which an agricultural bonded laborer works on another person’s land, 11 years ago. The Federation of Freed Haliya and the government had signed a five point-agreement on September, 5 of 2008 which was supposed to show a roadmap to enable the freed laborers a dignified life ahead. For many Haliyas in the district, this has not been the case.

KATHMANDU, June 21: Minister for Land Management, Cooperatives and Poverty Alleviation, Padma Kumari Aryal has said the government is conscious lest the religion and culture as well as the spirit and sentiment of the guthis of various communities in the country are affected and harmed.

DADELDHURA, Dec 22: It has been more than nine years since the government abolished the Haliya (indentured plowman) system and freed the agricultural bonded laborers. However, not much has been done to address their problems and issues.

KATHMANDU, Sept 29: Minister for Land Reform and Management Bikram Pandey has pledged to address the problems of freed Haliyas (bonded tillers).  "I will not let their hope for a change in their life end into disappointment. The government has prioritised the problems of the freed Haliyas, taking them as a problem of the state," he said.
