KATHMANDU, March 17: The Commission for the Investigation of Abuse of Authority (CIAA) has lodged an appeal with the Supreme Court (SC) asserting that the then executive director of Nepal Oil Corporation (NOC), Gopal Khadka, had received insufficient punishment.
