What happened to the MCC?: Narayan Kaji Shrestha

KATHMANDU, June 1: CPN (Maoist Center) leader Narayan Kaji Shrestha, who is also a member of the National Assembly, the upper house of the Federal Parliament,  has said that everyone should pay attention to the implementation of the budget for fiscal year 2022/23. Shrestha has also stressed corruption control and good governance as being necessary for development.

Participating in the discussion on the budget for the next fiscal year 2022/23 that started in the National Assembly on Tuesday, Shrestha, who is a former deputy prime minister, said that capital expenditure cannot be effective without controlling corruption. Shrestha said that the finance minister’s budget speech, however, failed to prioritize the same. 

He also said that the budget has not been able to prioritize education and health and that it is not a socialism-oriented budget. "In the budget, it has been mentioned that the construction of the Lapsiphedi-Ratmate-Hetauda-Damauli-Butwal-Gorakhpur transmission line of 400 kV will be taken forward but it is not clear whether it is a project under the MCC compact," he said.

Mentioning that the 12-point interpretative declaration states that if the United States does not agree on it, it will be automatically rejected, he said, "The United States has not yet said a word about the 12-point declaration. Therefore, if the finance minister himself has made such a proposal realizing that this MCC has been scrapped, I personally thank the finance minister and the government, but it should be clear what it is, 'he said.
