KATHMANDU, May 31: CPN (Maoist Center) leader Narayan Kaji Shrestha has said that the US government has yet to speak a single word about the 12-point explanatory declaration.
Also a former Foreign Minister, Shrestha made the remarks while taking part in the discussion on the budget for the coming fiscal year 2022/23 presented by the government in the meeting of the National Assembly on Tuesday. He demanded an answer from the government on whether the construction of 400 KV transmission lines at Lapsivedi, Ratmate, Hetauda, Damauli, Butwal and Gorakhpur proposed in the budget is under the MCC scheme.

Leader Shrestha also drew attention of the government to the fact that MCC would be scrapped on the same day if the US did not agree to implement the 12-point explanatory declaration. He said that there was dissatisfaction in the budget presented by the government.
Leader Shrestha said that effective control of corruption and good governance are important issues for the development of Nepal but these issues have not been given due priority in the budget.
Arguing that capital expenditure cannot be increased without effective control of corruption, Shrestha accused the government of failing to adopt a quality policy in the budget and failing to prioritize education and health in the budget.
