UDYAPUR, July 29: Although the amount of budget allocated for Udayapur district has been on rise annually, its expenditure, however, has been less than the allocated budget for the last three years.

According to the Financial Comptroller General Office (FCGO), Udayapur, budget expenditure in the past year did not crossed over 56 percent. Yet, the budget for fiscal year 2015/016 has increased by 107.80 percent.

The district received budget of Rs 860 million for the fiscal year 2015/16. However, only Rs 572 million was spent till June. Out of Rs 414.25m budget allocated for the fiscal year 2014/15, only Rs 336.22 million was spent. Similarly, out of Rs 276.8 million budget for the fiscal year 2013/14, only Rs 237 million was spent, according to Rudra Bahadur Karki, chief at FCGO.

“Although the percentage of budget has been increasing every year, the amount spent has been continually decreasing,” said Karki. “In the last fiscal year, large portion of capital expenditure budget was not used since goods could not be imported due to five-month long Indian blockade,” he said. He further informed that expenditure has been increasing lately, but not at a satisfactory level.

While arguing the five-month long blockade as the reason for low expenditure, he added that the ban on trade of raw materials extracted from rivers by the President Chure Conservation Programme had also been another main reason for the decrease in expenditure.

“However, if we ignore the blockade period, the expenditure of the budget has been good,” Karki added.
