KHOTANG, July 27: Two activists representing district branch in Khotang of Nepal Federation of Indigenous Nationalities (NEFIN) have lodged a complaint at Khotang district branch of National Human Rights Commission under Province-1 against Chief District Officer(CDO) and District Police Office seeking a legal action against them for their alleged indirect involvement in the physical torture they were subjected to recently.
Secretary of Khotang district branch of the NEFIN Rabin Khambu and its deputy-secretary LB Magar on Saturday lodged a formal complaint against the CDO at Khotang District Office Bishnu Hari Upadhyaya and District Police Office demanding an action against them .

On July 20, 2019, the exam for fifth-level administrative positions to be filled at the local level were conducted by the Public Service Commission(PSC) at Diktel Multiple Campus based in the district headquarters.
The duo got bruises on their backs after police attacked them to force them out of the exam hall following their effort to foil the exam.
They had tried to foil the exam as part of the NEFIN’s protest program against the PSC’s announcement of vacancies for different administrative positions to be filled at the local levels without taking into the constitutional provision of quota system aimed at ensuring proportional representation of all sections of society in the administrative structure.
