TU forms body to hand over property

KATHMANDU, Oct 15: After long argument over the issue of Tribhuvan University´s (TU) property handover to three newly established regional universities, the TU senate on Monday formed a high-level taskforce to deal with the handover process.



The five-member taskforce led by former TU vice-chancellor Kedar Bhakta Mathema will go into action after the Dashain vacation, said Yogendra Narayan Badbadiya, chairman of TU Professors´ Union and a askforce member. [break]



Education Ministry Secretary Suresh Man Shrestha, Kuber KC of the TU staff association and Prof. Ram Man Shrestha are also members of the taskforce.



Three acts passed by parliament on June 17, 2010, directed TU to hand over Siddha Nath Campus and Siddha Nath Multiple Campus to the Far-Western University, and Surkhet Campus (of education), Birendra Multiple Campus and Public Science Campus to the Mid-Western University.



Similarly, as per the Agriculture and Forest Act - 2010, TU must hand over the Institute of Agriculture and Animal Sciences, Chitwan and the Institute of Forestry Campus, Hetauda to the newly formed University of Agriculture and Forestry.



TU´s refusal to hand over its constituent colleges to the respective regions had brought this year´s first session at those universities to a halt. Earlier in the day, Prime Minister Baburam Bhattarai, who is also TU chancellor, had proposed to the 51-member senate to form a mechanism to pave the way for the handover of TU property.



Meanwhile, the senate also endorsed the TU executive committee´s proposal to make contract lecturers permanent through the creation of a special category within the current fiscal year.



“The measure is against the Supreme Court order of 2009 to end the contracts of 1,380 part-time lecturers and 460 course contract teachers hired as teaching assistant in 2006,” said Narayan Khanal, legal advisor to TU.



Similarly, the TU senate also approved a proposal that people holding any post in a political organization have to resign from those posts before taking up any appointment to vital posts at TU such as vice-chancellor, registrar, rector or faculty dean, informed TU Registrar Guna Nidhi Neupane. The proposal was made by the TU executive committee the same day.
