KATHMANDU, May 15: It has been revealed that Tribhuvan University (TU), the oldest and biggest university in the country, deprived its permanent teachers of opportunities to study various Master's degree courses in China under full scholarship. 

The Government of the People's Republic of China had recently offered 30 seats to study different subjects under full scholarship in China, according to TU officials. However, the university sent only five teachers to study under the scholarship program.

There are around 6,500 permanent teachers in the 60 constituent campuses of TU throughout the country.

According to a letter sent by the Ministry of Finance (MoF) on April 15, 2018 to TU, China had offered 30 seats under the 2018 China Aid Academic Degree Education Program for Master's Degree in different subjects. The letter sent to the Central Office of TU urged it to recommend the prospective candidates to study in China under the scholarship program.

The scholarship program includes Master's in Political Diplomacy (2 seats), International Relations (2 seats), Communications (2 seats), Public Administration (2 seats), International Executive Business Administration (2 seats), Rural and Urban Planning (1 seat), Forest Economics and Policy (1 seat), Tourism and Hotel Management (2 seats), Industrial Engineering (2 seats), Information Communication Engineering (2 seats), International Business (2 seats), Chinese Economy (2 seats) and Environment Engineering (2 seats).However, TU managed to send only five permanent teachers to study in China. Among them, two are for Mass Communications, two for Public Administration and one for International Communications.

The Chinese scholarship quota lapsed due to the conflicting interests of TU officials appointed under the quota of political parties, said sources. Vice Chancellor Prof Dr Tirtha Raj Khaniya was appointed under the quota of Nepali Congress, Rector Prof Dr Sudha Tripathi under the quota of CPN-Maoist Center and Registrar Dilli Ram Uprety was appointed under the quota of CPN-UML.

Among five candidates sent to China under the scholarship program, all are closer to the CPN-UML, said sources. "I did not get the chance though I was senior to the selected candidates," said a TU permanent teacher, requesting anonymity.

TU did not publish a notice calling applications for the scholarship programs but the VC's office urged the deans over the telephone to nominate the scholarship candidates, said TU sources.
