KATHMANDU, Dec 23: Nepali Congress senior leaders have made an insistence on holding the three-tier elections with the endorsement of the constitution amendment bill registered in the Legislature – Parliament. 

At the inaugural ceremony of the Congress District Treasurers' First National Conference here coinciding with NC saint leader, Krishna Prasad Bhattarai's 93rd birth anniversary, NC leaders pointed out that it was mandatory to hold local, provincial and federal level elections by Magh 7, 2074 BS for brining the constitution into practice. 

On the occasion, NC President Sher Bahadur Deuba said the constitution's full implementation was possible only if the three-tier elections could take place within the timeframe set by the constitution in agreement among all the parties. 

Accusing the CPN-UML of moving against the proposal for provincial border demarcation, Deuba lashed out, "For how many days will they continue to obstruct the Parliament? Don't they have any responsibility? The Parliament must function to give the country an outlet." 

At the program, NC senior leader, Ram Chandra Poudel, spoke of the increasing distrust among the parties on serious subjects of the country resulting in the current impasse. He said the parties did not have any option to come together to institutionalize the achievements of the uprising. 

"It will be fatal for the country if we distrust the people of Tarai on provincial demarcation," Poudel cautioned.

NC General Secretary, Dr Shashank Koirala, said the parties must hold serious discussion under NC's leadership as the largest party to unravel the present political knot. He was of the opinion of taking in the sentiments of the people of Province no 5 in connection to the constitution amendment. 

NC Treasurer and Minister for Peace and Reconstruction, Sita Devi Yadav, urged the treasurers of all the level in the party to focus on the fact that it is an important responsibility to collect fund, spend transparently and keep efficient record. 

Former General Secretary of the party, Prakashman Singh, said the constitution was promulgated through the Constituent Assembly (CA) under Congress' leadership and emphasized the party should now focus on holding the three-tier elections and implement the constitution. 

Minister for Urban Development and NC central member, Arjun Narsingh KC, complained that the party was taking decisions on basis of a trend to bargain rather than using the intellect. "I am also thinking of forming a separate faction," KC flirted. 

The conference to run for two days will discuss the economic management and system under practice in the national and international levels to streamline the economic management pertaining to submission of money to party from party's ministers. 

During the conference, the participants will seek ways to make the donation campaign for financial management free of fear and threat, making public the income and expenditure for transparency and to push for an effort from state level to draw economic support from the world community for parties of the national standings, Conference Coordinator, Govinda Pudasaini said.
