Speaker to talk to leaders to end House stalemate

KATHMANDU, Dec 7: As the fate of the impeachment motion filed against CIAA chief Lokman Singh Karki has become uncertain, Speaker Onsari Gharti has summoned chiefs of the major political parties seeking solution to end the House obstruction. 

Opposition political parties have been regularly obstructing parliament meetings for the past several days demanding withdrawal of a constitution amendment bill registered by the government.
 
As a result, parliament has been unable to forward the impeachment motion against Karki to the Impeachment Recommendations Committee for further investigations.
 
“The speaker has summoned top leaders of the major political parties in an attempt to ease the stalemate in the House,” said her press advisor Basudev Sharma. 

Ruling coalition partner Nepali Congress (NC) President Sher Bahadur Deuba and main opposition CPN-UML Chairman K P Oli are likely to meet Gharti on Thursday and Prime Minister Pushpa Kamal Dahal will meet her on Friday.

Meanwhile, opposition parties including the CPN-UML, CPN (ML), Nepal Workers and Peasants Party (NWPP), Rastriya Janamorcha Party and Nepa Party obstructed the House meeting also on Wednesday.

Speaking at the House meeting Janamorcha Chairman Chitra Bahadur KC said that the amendment proposal brought by the government will jeopardize the sovereignty and national unity of the country. He further argued that the amendment was designed to split away the plains of the country in future through population invasion and merge the territory with neighboring India.
 
“If we take out all hill districts from Province-5 through this amendment, another protest will start  demanding all plains districts only in the adjoining Madhes provinces,” KC said. “The amendment is part of a plot to break up all plains territories starting from Kakarvitta to Mahendranagar from the country.”

He went on claiming that India has been using different strategies for the past 65 years to merge Nepal with India. “The proposed amendments on the constitutional provisions related to citizenship, provincial boundaries, language of official business and representation in the National Assembly on the basis of population are objectionable,” said KC.

Once KC had finished his speech, lawmakers from the opposition parties stood from their respective seats obstructing the House proceedings. House meeting has been put off till Friday.
