BIRATNAGAR, March 23: A meeting of Province 1 Assembly has proposed forming seven thematic committees and one special committee in the assembly. The proposal was submitted by the Province Assembly Regulation Drafting Committee (PARDC) 2018 on Wednesday's meeting.
PARDC Coordinator Lilaballav Adhikari submitted the proposal to form Justice, Administration and Bills Committee; Good Governance and Planning Committee; Finance Committee; Public Accounts Committee; Social Development Committee; Industry, Tourism and Environment Committee and Natural Resources and Infrastructure Development Committee.

According to the proposal, the Justice, Administration and Bills Committee will also cover internal affairs and Law Ministry, Delegation Bill and Office of the Chief Attorney.
Likewise, the Good Governance and Planning Committee will look after the Office of the Chief Minister and Council of Ministers and Province Public Service Committee. In the same way, the Finance Committee will oversee the Ministry of Financial Affairs and Planning, banks and insurance among other financial matters.
Likewise, Provincial Public Accounts Committee will look after all the works related to accounting of the province. The proposal further proposes to assign the Ministry of Agriculture, Land Management and Cooperatives, Ministry of Social Development, as well as all the works related to consumer's welfare to the Social Development Committee.
The proposal also calls for the formation of an 11-member Special Committee.
The PARDC has majority lawmakers from the ruling left parties. Nepali Congress, the main opposition in the provincial assembly, has opposed the proposal. The opposition has been in favor for just five committees at maximum. Representatives of the parties have also expressed dissatisfaction over the PARDC, saying that it did not consult with them while preparing the proposal.
