RAUTAHAT, April 21: Dozens of schools in Rautahat are being operated breaching the country's laws. The schools have also been granted the permission to run classes till Grade 8 without the permission from the municipalities and rural municipalities concerned.

Many schools at Rautahat headquarters Gaur have introduced upper grades without meeting the legal requirements to do so. This practice has affected the students as well as their parents. Having observed the ongoing practices, the chief of the municipality, Ajaya Gupta has cautioned the schools that are breaching the laws. He further said that action will be taken against the schools that are "deceiving" the parents and students.

Vice-president at PABSON, Rautahat, Gautam Shrestha has accused Garuda Municipality of breaching laws and regulation in terms of granting permission to two of the private schools to upgrade and run classes till Grade 10 and Grade 8.

However, Chief Executive at Garuda Municipality, Tek Raj Panthi claimed that such things have not happened after he assumed office. Likewise, Dewahi Gonahi Municipality is believed to have granted permission to a school for a sudden upgrading of classes.

The Education Act 1971 along with Education Rules 2002 and Local Government Operation Act 2017 clearly outline the provision to grant permission to upgrade class year-by-year—one class a year. The regulation further states the provision for schools to upgrade class each year complying with the rules and criteria provided for by the act.

The education department of Garuda municipality has granted permission to run classes with class upgrading to Himal Academy, Civil School, Sundaram School and Gurukul among others.

Head of the Education Development and Coordination Division, Rautahat, Jay Prasad Mahat confirmed that such activities are against the rules and regulations. “The practice seems to be prevalent in the area. Therefore, we are hoping to come up with strict plans and policies to fight the practice,” he added.
