KATHMANDU, July 11:Each family in Kathmandu district will in future have to pay Rs 219 per month for garbage collection, according to  the Investment Board Nepal (IBN).

This rate is quite high compared to what people currently pay for the waste collectors in the city. Each house with up to four families now pays in a range of Rs 250 to Rs 300 per month.

Four families live in the house of Mukti Dahal in Budhanilkantha Municipality Ward No. 8, and he is currently paying Rs 300  every month for the waste collection for all four families. He will have to pay a total Rs 876 per month under the new rate, which is expected to come into effect from April 2018.

“I don't know about the new rate, but it will be too much for us if each family has to pay the rate separately,” Dahal told Republica.

Speaking at a discussion program on the  Project Development Agreement (PDA) organized by IBN on Tuesday to award the   waste management project to Nepwaste, a Nepali-Finish outfit, Mayor of Kageshwori Manohara Krishna Hari Thapa said that  currently each house is only paying around Rs 250 a month  and that  the rate should be revisited.

Negotiations are in the final stages for  awarding package 1 of the public-private model partnership project, which covers Kathmandu Metropolitan City and nine municipalities other than Kirtipur. Negotiations for  packages 2 and 3 have not yet started.

Chief Executive of Chandragiri Municipality Krishna Prasad Jaisi said that the rates proposed under this blanket approach  are irrational. Rates should  vary for  families living in urban centers, commercial areas and rural parts.

Presenting  issues surrounding the PDA to the mayors and local level executives, IBN consultant Ashish Gajurel said that the fee rate is almost final and has been set as per the proposals submitted by bidders.

“The rate is not high because it's about the same that households  pay the current garbage collectors,” said Gajurel, adding that they will collect all the waste of the community and even from the streets and   river banks. 

The  rate will increase  5 percent every year. 

The garbage collection  rates for businesses and industrial outfits will be settled on mutual agreement with the project. But the government will not pay any fee for  waste collection from roads and public places, according to IBN.
