ROLPA, July 7: District Administration Office (DAO), Rolpa has received millions of rupees as compensation for conflict victims but unclear criteria regarding distribution of the amount is likely to get the relief funds frozen.

The Relief and Rehabilitation Unit under the Ministry of Peace and Reconstruction had sent Rs 43.2 million to the DAO on June 18 to distribute the funds to those who were rendered homeless during the decade-long conflict.

Despite being the authorized body to distribute the funds, the DAO is still uncertain on how to distribute the amount.

“We have got the authority and the amount too. But, it is not clear whether the relief amount should be handed over to the family or a person,” said Dijon Bhattarai, chief district officer of Rolpa, adding, “We had asked the ministry for details but we haven't got any response yet.”

Similarly, the Relief and Rehabilitation Unit is also not sure about the distribution process.

“We are not sure about the process so we will have to reach to the cabinet, which will take some time,” said Dev Raj Joshi, under-secretary at the unit.

Usually, the District Treasury Office closes the accounts by July 11. This has raised fear among the victims that the relief amount might get frozen.
