KATHMANDU, Sept 23: The Human Rights and Peace Society (HURPES) has said that President Bidya Devi Bhandari has failed to meet her constitutional obligation to certify the citizenship amendment bill passed by both houses of the federal parliament in accordance with the constitution.
It is unconstitutional not to certify the bill passed by both houses of the parliament after it was sent back for reconsideration by the President, reads a statement issued on Thursday by the HURPES President Govinda Khanal.
