Before proceeding with the parliamentary hearing, the Committee had studied about academic qualifications and experiences of the proposed ambassador.

Pandey who had become the Member of Parliament in 2056 BS has the experiences of serving as the chief whip of the then CPN (UML) parliamentary party.

He was an associate professor in Tribhuvan University from 1975-94 AD. Presently, he is the Nepal Communist Party (NCP) politburo, member. If the parliamentary hearing goes in his favor, he will replace Leelamani Poudyal who was recalled by the government recently.

As the government said, Poudyal was called back as per its policy of sending a person with political experience to China. Before the appointment of former Chief Secretary Poudyal as the Ambassador to China, Pandey's name had been proposed for the post, but the parliamentary hearing had been stopped with the government change.
