KATHMANDU, June 21: The State Affairs Committee of the Legislature-Parliament has directed the government to provide within a week the agenda in related to necessary improvement and amendments in the existing act about transfer of civil servants and their deputation. 

Three ministers--Minister for Home Affairs Shakti Bahadur Basnet, Minister for General Administration Rekha Sharma and Minister of State ( Local Development) Kunti Kumari Shahi- were summoned to the meeting to take stock of the transfer and transfer on deputation made by the Ministry of Home Affairs and Ministry of Federal Affairs and Local Development.

The two ministries have been asked to provide the details of their latest decisions about the transfer and transfer on deputation to the Committee within a week. 

Home Minister Basnet briefed the meeting that around 400 employees were on deputation when he assumed the office. There was a mess in transfer on deputation. It was not clear where the postings of the employees on deputation were, he said, adding that such situation was significantly improved. 

Now, a precedent has been established that an employee working at subordinate bodies of the Home Ministry should serve in the assigned station for at least a year to be liable for transfer. 

Arguing that no employee at different level in the Home Ministry has been transferred on the basis of prejudice or in a biased manner, he said the 'syndicate' that is said to exist could be broken, benefitting the state, if the transfers were made during April-May rather than the present practice of doing so at the end of the Fiscal Year. 

Minister for General Administration Sharma said the ministry has been giving approval to the provisions on transfer and sending on deputation remaining within the parameters provided that the ministry concerned asks for the same backed up with the rationale of the transfer and deputation. 

Minister of State for Local Development Shahi explained that many employees at the ministry were not on deputation as publicized in an exaggerated manner by the media and the ministry was well aware that employees should not be sent on deputation. 

Earlier, the lawmakers cautioned the ministries to carry out their works in a fair manner so that there is no contradiction in the intra-ministry works and no room for public criticism.

They urged the ministries to pay attention to the fact that democracy could be strengthened only when the civil service is made professional and impeccable. 
The lawmakers also drew attention that the public administration has got a bad name as the civil servants are directly or indirectly dragged into politics. 

The lawmakers speaking in today's meeting of the committee include Ganga Lal Tuladhar, Arjun Prasad Joshi, Seshnath Adhikari, Prem Suwal, Sita Gurung and Rameshwar Phuyal.RSS
