Parliament meeting passes Employment Adjustment Bill, 2017

KATHMANDU, July 12: The meeting of Legislature-Parliament on Wednesday unanimously endorsed the Civil Servant Adjustment Bill, 2017. 

The Bill was presented in the meeting by Minister for Labour and Employment Farmullha Mansoor on behalf of Prime Minister and Minister for Local Administration Sher Bahadur Deuba. 

Expressing his view on the Bill, Nepali Congress's lawmaker Bharat Bahadur Khadka said promotion of employees should not be halted in the name of adjustment while suggesting that only those employees who are committed to work be adjusted. 

Likewise, CPN-UML's Rewati Raman Bhandari commented on the Bill, stating that it remains silent about an employee failing to be at work on time while UML's Rameshwor Phuyal demanded that the Bill be amended again so as to widen its scope. 

Clarifying that the terms adjustment and the creation of new posts are different, CPN (Maoist Center)'s Janak Raj Joshi said the Bill was brought against the principle of Natural Justice and without the consultation with the Commission of Civil Service. 

Also, Nepal Workers Peasants Party's lawmaker Prem Suwal urged the government to focus on pension and gratuity given to employees. 

Meanwhile, responding to the queries raised in the meeting, Minister Mansoor said the adjustment of employees at federal, provincial and local level would be made in line with the constitution. RSS
