Former health minister Gagan Thapa had formed a task force to formulate a policy  incorporating the restructuring of the health system and policy as per the federal concept, but it could not complete its task. After Thapa, another former health minister, Giriraj Mani Pokhrel, also formed a committee, which  failed to do anything. Then incumbent Health Minister Deepak Bohora formed a 13-member high-level committee headed by himself.

The draft submitted to Health Minister Bohora on Monday proposes a new health policy in line with  federalism, in order to ensure the fundamental right to health enshrined in the Constitution of Nepal. The draft   proposes  scrapping the health policy of 2014, according to  MoH.

The 19-page preliminary draft  encompasses a 24-point policy for restructuring the health sector.
